Studying and following Uncle Ho’s example: a “guideline” for action
Over the past 10 years, Di An city has rigorously and comprehensively implemented the Politburo’s Directive No. 05-CT/TW through various flexible and effective approaches, closely tied to the practical contexts of each locality, agency and unit. President Ho Chi Minh’s ideology, morality and lifestyle have not only become a “guideline” for action across the entire political system, but also reflected in every action, thought and attitude of civil servants and Party members in serving the people.
Self-awareness and practicality in every specific action
Since the issuance of the Politburo’s Directive No. 05-CT/TW, Di An city’s Party Committee has thoroughly grasped and seriously, systematically implemented the directive throughout the political system, considering it as a continuous political mission. Studying and following Ho Chi Minh’s ideology, morality and lifestyle is not only a slogan or movement, but has also become a “guideline” for action, an ethical foundation in the work, daily lif and relationship with the people among officials and Party members.

A prominent aspect is that the implementation of the Directive No.05 has been closely linked to the political tasks of each locality, agency and unit. All seven wards, agencies, organizations and schools in the city have launched the “Uncle Ho Cultural Space” model, displaying his photos, documents, quotes and works. His testament and annual study themes are solemnly posted while propaganda methods have been renewed through Party cell meetings, weekly and monthly meetings, speakers’ conferences, political theory training courses and activities of associations and unions.
Thanks to its flexible way, the city has held 725 study and propaganda sessions, with over 110,000 participants, including officials, Party members, civil servants, union members, teachers, students and local residents. The spirit of learning from Uncle Ho has spread from offices and schools to each residential group and neighborhood, enhancing the motto of “Each cadre and Party member is a role model”. Additionally, the Party Committee has guided the integration of studying and following Uncle Ho into professional ethics standards for each field and position, using them as a basis for year-end assessments. Officials and Party members, especially leaders have developed personal training plans, committing to moral improvement following Uncle Ho and addressing shortcomings through self-review and mutual review.
One significant highlight is that Di An city’s Party Committee has identified breakthrough focuses in learning and following President Ho Chi Minh’s example such as building up a clean and strong Party organization, enhancing grassroots-level political leadership; promoting accountability and role modeling by leaders; improving administrative reform and public service attitude; combating corruption, wastefulness, negativity, making practicing thrift... Numerous specific objectives such as building a “Upright, Action-oriented, People-serving” apparatus; a team of “Honest, Creative, Dedicated, People-oriented” civil servants; promoting the motto of “Respect the people, Understand the people, Learn from the people, Work for the people”; strengthening citizen reception, dialogue, complaint and denunciation resolution and using citizen satisfaction as a measure of service effectiveness. These efforts have significantly contributed to transforming the awareness, behavior and public service ethics of officials at all levels.
Associated with emulation movements and effective models
In Di An, studying and following Uncle Ho’s example is not separated from patriotic emulation movements, but has also become a spiritual foundation for specific daily actions. Movements such as “All people uniting to build a civilized urban area”, “Di An women with health, knowledge, creativity and responsibility contributing to building the image of modern Vietnamese women”, “Outstanding farmers in production and business”, “Youth volunteering and paying gratitude activities”... have all embodied the spirit of learning and following Uncle Ho’s example.
Notably, each movement has had numerous exemplary, practical and deeply humanitarian models. Examples include the “5G” model of the city’s Women’s Union; the “Digitalization of Historical Sites” initiative by the Youth Union to promote traditional education; the “Supporting Students to School” program by the Veterans Association; the “Three Responsibilities” model by the Fatherland Front; the “Friendly Public Offices Serving the People” and the “Government of the People, by the People, for the People” initiatives by the Office of the People's Council and People's Committee of the city. Particularly, the “Uncle Ho Cultural Space” model has been widely implemented from wards, agencies and units to schools and mass organizations. To date, the city has established over 160 “Uncle Ho Cultural Spaces”. These are not merely exhibition areas, but also serve as political activity venues for learning, enhancing public service ethics among officials and Party members, educating younger generations in traditional values.
Many agencies, units and Party organizations have actively renewed the content and format of their activities such as organizing competitions telling stories and reading books about Uncle Ho, contests on understanding his testament, documentary screenings and discussions on topics related to studying and following his example. Some units have even launched initiatives like the “Following Uncle Ho Handbook” and “A Story about Uncle Ho Every Week”, thereby spreading his teachings more widely within local organizations and communities.
Continuously renewing and innovating
Pham Ngoc An, Head of the Propaganda and Mass Mobilization Commission under Di An city’s Party Committee said that the city has continued clearly defining its direction and tasks in studying and following Uncle Ho in the coming time. The focus is to deepen the voluntary and profound implementation of this movement, closely associated with political tasks and Party building work at the local level.
Accordingly, in 2025, the city will focus on thoroughly grasping new resolutions and directives from the Government, successfully organizing Party congresses at all levels towards the 14th National Party Congress while implementing the Regulation No. 144-QD/TW of the 13th Politburo on the ethical standards of revolutionary officials and Party members in the new era and further carrying out the thematic study: Applying President Ho Chi Minh’s ideology in the process of formulating and implementing resolutions in line with “the Party’s will with the people’s hearts”. The city will continue maintaining the “Uncle Cultural Space” model as a sustainable foundation for embedding Ho Chi Minh’s ideology, morality and lifestyle into the awareness and actions of officials and Party members.
The practice of setting an example, especially by leaders, is highly valued, considered as a driving force to foster responsibility, innovative thinking and a people-oriented working style. The city will continue promoting effective models and best practices, encouraging innovation in studying and following President Ho Chi Minh’s example across localities, agencies and mass organizations. Active and creative participation at the grassroots level will be encouraged. Outstanding examples and good deeds will be recognized and widely replicated to create strong, widespread influence throughout the society.
Changes in mindset, working methods and service attitudes of cadres and Party members are the true measure of success in studying and following Ho Chi Minh’s example. This serves as a solid foundation for Di An city to continue its comprehensive, modern, civilized and compassionate development in the new era.
