The year 2025 marks the final deadline for implementing the Resolution set forth at the 13th National Party Congress, as well as those from all levels of Party Congresses for the 2020-2025 term. In the context of reorganizing the government structure and establishing a two-level governance system, and in alignment with directives from the Central Executive Committee, the Politburo, and the Secretariat, the first six months of the year have seen significant positive changes in Party building and the political system of Binh Duong province, resulting in many notable achievements.

Resolutely organize and streamline the apparatus

In the first six months of 2025, Binh Duong Provincial Party Standing Committee directed party committees and organizations at all levels to thoroughly understand, implement, summarize, and review resolutions, directives, and conclusions of the Party, as well as newly issued documents from the Politburo, the Secretariat, ministries, and Central branches. The focus was on organizing the apparatus and understanding the ideological sentiments of cadres, party members, and the public to provide timely guidance. Additionally, the Committee initiated a summary of the ten years of implementing Directive No. 05 of the Politburo, which emphasizes promoting the study and practice of Ho Chi Minh's ideology, morality, and lifestyle. The province also successfully organized the National Reunification Day, linking it to the launch of the "Popular Education" movement in quarters and hamlets, thereby fostering solidarity and unity while promoting the nation’s patriotic traditions.

In terms of party organization and development, the Provincial Party Committee facilitated the summary of the implementation of Resolution 18-NQ/TW and developed projects to reorganize the administration. Key officials under the management of the Provincial Party Standing Committee were arranged in party agencies, units, departments, branches, districts, and cities to ensure stable operations starting February 15, 2025. The Committee also continued to direct the completion and implementation of the project to reorganize and merge at the commune level, aligning this with the restructuring of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State, along with the respective party organizations for provincial and commune-level administrative units; completed the reorganization of inspection agencies.

Simultaneously, the Provincial Party Committee guided party building committees, the Provincial People's Committee’s Party Committee, and the Provincial People's Council’s Party Committee in assisting the new commune level in performing its functions and tasks. They also promulgated a list and procedures for implementing administrative procedures under the new commune's jurisdiction. The province urgently directed a review of facilities, transmission lines, machinery, equipment, and personnel decisions, initiating trial operations to gain experience and prepare for the new communes to become operational from July 1, 2025.

Following the directions from the Central Executive Committee, the Politburo, and the Secretariat, the Provincial Party Committee directed party committees at all levels and relevant agencies to collaborate with units under Ho Chi Minh City and Ba Ria - Vung Tau province. This collaboration involved seeking input on projects for merging provinces and establishing a new Ho Chi Minh City Party Committee, organizing the Fatherland Front, socio-political organizations, and mass organizations with assigned tasks, and preparing documentation and review reports for the Congress of the new Ho Chi Minh City Party Committee.

Ready for two-level government operations

In the first six months of the year, the mass mobilization efforts and activities of Vietnam Fatherland Front and socio-political organizations continued to focus on grassroots levels, achieving significant results. Various units and localities proactively and effectively implemented mass mobilization programs and actively participated in emulation movements such as "Skilled Mass Mobilization," "Civilized Saturday," and initiatives aimed at fostering a cultural and civilized lifestyle, building new rural areas, and promoting sustainable poverty reduction.

Moving forward, Binh Duong province will maintain close coordination with Ho Chi Minh City and Ba Ria-Vung Tau province to fully implement the provincial merger as directed by the Central Government. Policies for cadres, civil servants, and non-professional workers will be implemented promptly and in line with regulations. The province will also prioritize leading and directing the organization of grassroots Party congresses and Party congresses for communes and wards for the 2025-2030 term, complying with the regulations and instructions provided by the Central Government. Additionally, it will actively contribute to general documents for Ho Chi Minh City Party Congress following the merger.

The province has conducted public consultations regarding the merger of provincial-level administrative units and the arrangement of commune-level administrative units, including aspects such as names, administrative boundaries, and headquarters locations, to finalize the project for submission to the competent authorities. The Fatherland Front and related organizations have collaborated effectively with the government to implement programs aimed at eliminating temporary and dilapidated housing in the province. Furthermore, since the beginning of the year, the Fatherland Front, socio-political organizations, and provincial Red Cross have mobilized over 111.9 billion VND to support individuals facing difficulties to ensure social security and contribute to the initiative to eradicate temporary and dilapidated homes.

Starting on July 1, 2025, the district level will officially cease operations, and the new provincial and commune levels will be activated simultaneously, following the arrangements and mergers in place. In preparation for this transition, the province has adhered strictly to all regulations regarding the establishment of new commune and ward administrative units, aligning with personnel needs of the Party, the People's Council, the People's Committee, and the Fatherland Front. This includes completing the necessary tasks at the district level and ensuring that the new communes and wards commence operations on July 1, as directed by the Central Government. The province will also oversee the transfer of records and documents from the district level, as well as from old communes, wards, and towns, to the new administrative units and will issue decisions to establish new commune-level Party Committees. Personnel, including party members and civil servants, will be mobilized and appointed from the provincial and district levels to work in the new communes and wards, ensuring appropriate placement based on strengths and experience.

With limited time remaining until July 1, the entire political system, from the provincial level to grassroots organizations, is making significant efforts to complete its tasks in preparation for the transition to the two-level government model effective from July 1, 2025.
