After a decade of executing Directive No. 05-CT/TW, dated May 15, 2016, from the 12th Politburo on "Promoting the study and adherence to Ho Chi Minh's ideology, morality, and lifestyle," the Party Committee, government, and citizens of Ben Cat City have established and implemented numerous effective models and practices to disseminate the study and emulation of Uncle Ho. The beneficial transformations resulting from this initiative have significantly contributed to the advancement of Party building, the enhancement of the political system, and the development of the local socio-economy. 

Contribute to the establishment of a clean and robust Party

Recognizing that the study and emulation of Uncle Ho must be manifested through concrete and practical actions, the Ben Cat city Party Committee has, in recent years, instructed grassroots Party cells and committees to incorporate specific content and actions related to the study and emulation of Uncle Ho into their monthly, quarterly, and annual programs and plans. This is particularly emphasized in the resolutions of the Party Congress of Ben Cat city for terms 11 and 12, in conjunction with the implementation of the Central Committee Resolution 4 (term 12) concerning Party building and rectification.

Consequently, Party committees and leaders of agencies and units, from the city to the commune and ward levels, consistently prioritize and focus on actualizing the study and application of Ho Chi Minh's ideology, morality, and style. They integrate the execution of annual themes into the operations of Party committees, Party organizations, agencies, and units. At the beginning of each year, grassroots Party cells and committees formulate a plan for thematic activities. Within these activities, units assess the achievements and shortcomings of both the collective and individual members in fulfilling their assigned tasks, thereby promptly identifying and commending positive contributions while candidly addressing the limitations and deficiencies of the collective and individuals to foster increasingly clean and robust Party cells, committees, agencies, and units.

Simultaneously, branches, grassroots party committees, the Fatherland Front, and mass organizations facilitate activities and movements embodying the principle of "proximity to the grassroots, proximity to the members." They implement initiatives that are practical and meaningful, such as the "Golden Book and Diary of Following Uncle Ho's Words," youth programs like "Following Uncle Ho's Words," and storytelling sessions about Uncle Ho and his contributions during branch, group, and association activities. Additionally, they sustain and enhance the effectiveness of the "Flag Salute at the Beginning of the Month" model, integrating narratives or articles about Uncle Ho to extract insights, lessons learned, and key points for consideration in the activities of agencies and localities.

The study and adherence to Ho Chi Minh's ideology, morality, and style have become integral and routine components of Party activities across various agencies, localities, and units. This practice serves as a significant criterion for assessing and classifying grassroots Party organizations and members at the year's end, thereby enhancing the quality of Party committee activities within branches and chapters. It also fosters the exemplary conduct of cadres and Party members, particularly among leaders of agencies and units.

Identify transformative content in experiential learning

To effectuate a significant transformation in the study and emulation of Uncle Ho, over the past decade, the Standing Committee of the City Party Committee has identified and prioritized key and transformative tasks for focused direction and implementation. Concurrently, it has guided branches, Party committees, agencies, departments, and organizations to delineate breakthrough initiatives based on the city's strategic objectives, their respective functions, political responsibilities, and the specific circumstances of their locales and units. This approach emphasizes the importance of innovating work styles and fostering a close connection with the populace, promoting active listening and dialogue with citizens. It also addresses the issues of superficial achievements and formalism, while enhancing accountability and determination in execution, ensuring that words align with actions. These efforts contribute to the successful realization of socio-economic development programs and plans outlined in the resolutions of Party congresses at all levels for the 2015-2020 and 2020-2025 terms.

After a decade of implementing Directive 05, Ben Cat City has recognized numerous exemplary collectives and individuals at various levels. Specifically, the provincial level acknowledged 6 collectives and 15 individuals, while the city honored 114 collectives and 295 individuals. Furthermore, localities, sectors, and organizations have conducted reviews, commendations, and awards during year-end summary conferences, celebrating many collectives and individuals who have demonstrated commendable practices and effective models in studying and adhering to Ho Chi Minh's ideology, morality, and style each year. This initiative has significantly contributed to educating, motivating, and setting positive examples, thereby fostering a widespread influence among cadres, party members, and citizens from all walks of life. 

Furthermore, to establish a venue for learning, education, living, and instilling values in the younger generation and students across the city regarding the life, background, career, revolutionary activities, ideology, morality, and style of President Ho Chi Minh, as well as the revolutionary tradition and the struggle for national liberation, and the developmental history of the heroic Ben Cat City, the City Party Committee has initiated the "Ho Chi Minh Cultural Space and Revolutionary Tradition Education" model. This initiative has been implemented across 100% of branches and grassroots party committees. To date, numerous branches and grassroots party committees, including An Dien Primary School, My Phuoc Ward Party Committee, and the City Military Party Committee, have designated rooms and areas to showcase images, documentaries, books, stories, literary and artistic works, documents, newspapers about President Ho Chi Minh, along with items and simulation models related to his life; a reading corner featuring Uncle Ho's sayings and writings has also been established.

Mrs. Nguyen Thi Yen Loan, Standing Deputy Secretary of the Ben Cat City Party Committee, stated that in recent years, the Standing Committee of the City Party Committee has consistently directed Party committees, agencies, and units to review, update, and enhance the standards and regulations regarding professional ethics and public service ethics in alignment with the principles of studying and emulating Uncle Ho, tailored to the specific circumstances and functions of each branch, grassroots Party Committee, grassroots Party organization, as well as each agency, unit, and locality. This initiative adheres to the guiding principle of being concise, memorable, comprehensible, and actionable. Specifically, the City Party Committee has organized a workshop on "experiences in developing effective models and innovative practices" and has initiated the establishment of a standard board aimed at promoting the study and emulation of Uncle Ho across localities, units, areas, and hamlets. To date, the majority of Party committees and grassroots Party organizations have implemented these measures comprehensively. The standard board and the associated standards for studying and emulating Uncle Ho are prominently displayed at the headquarters of agencies and units, allowing cadres, party members, civil servants, and public employees to engage with and adhere to them.

Numerous innovative models, effective methods 

To effectively implement Directive 05-CT/TW and create a ripple effect in social life, the Standing Committee of the City Party Committee has initiated the development of numerous innovative models and methods for learning and adhering to Uncle Ho's teachings. These efforts yield tangible results, significantly contributing to the establishment of a robust Party and political system, while also promoting socio-economic development and enhancing local defense and security. Currently, 100% of grassroots Party cells, agencies, departments, and organizations, from the city level down to communes and wards, continue to maintain and implement 182 models across various localities, agencies, and units. Many of these models have garnered support from cadres, party members, and the public, resulting in a strong proliferation within the Party and society. Notable examples include models in the realm of security and order, such as "Mobilizing the Entire Population to Participate in Preventing, Detecting, and Reporting Crimes," "Security Surveillance Cameras," and "Illuminating Rural Roads." Additionally, there are models focused on economic development, such as "High-Tech Melon Cultivation" and "Orchid Cutting Cultivation," as well as social initiatives like the "Giving is Forever Club" and the "Love Giving Club."

In the realm of social security, numerous units and localities have developed innovative, practical, and impactful models, such as the "Helping Poor Students Attend School" initiative and the "Zero-Dong Market." Through these models, which embody the principles of learning from Uncle Ho, the efforts to ensure social security have significantly contributed, in collaboration with the Party Committee, government, citizens, and the business community, to enhancing both the material and spiritual well-being of individuals facing hardships, including the elderly, single individuals, and workers residing away from home.

In conjunction with the development of effective models in learning from and adhering to Uncle Ho's teachings, a significant achievement after a decade of implementing Directive 05 is the successful establishment and execution of dialogue by numerous leaders of Party committees, localities, agencies, and units. They have prioritized addressing the proposals, recommendations, and concerns of cadres, party members, businesses, and the public through initiatives such as "Close to the People, Helping the People," "Morning Coffee with Business Owners," and "Direct Dialogue with Businesses." These endeavors have enabled the city's leaders to gain insights into the production and business landscape, address the proposals and recommendations of enterprises, and promptly alleviate challenges and obstacles, thereby fostering a conducive environment for business development.

The outcomes observed after a decade of implementing Directive 05-CT/TW in the city have markedly advanced the efforts of Party building and the establishment of a robust political system. Concurrently, through patriotic emulation initiatives, it has facilitated the effective execution of socio-economic programs, thereby ensuring social security and welfare. This foundation has enabled Ben Cat City to be distinguished with the First Class Labor Medal, conferred by the President.
