Binh Duong provincial People's Council of Term 10 concludes a significant chapter, embarking on a new journey
Yesterday afternoon (June 25), the People's Council of Binh Duong province, term 10 of 2021-2026, convened its 25th session (special session) to review and make decisions on numerous significant matters within its jurisdiction, ensuring the timely execution of socio-economic development tasks in accordance with practical requirements. Mr. Nguyen Van Loc, Standing Member and Chairman of the Provincial People's Council, presided over the session. The 25th session took place during a pivotal transition period for Binh Duong province, as it prepares to merge with Ho Chi Minh City and Ba Ria - Vung Tau province. With a heightened sense of urgency and responsibility, the delegates of the provincial People's Council concentrated on reviewing, discussing, and voting to adopt seven significant resolutions pertaining to budget, public investment, land, and urban management. These resolutions include critical measures to ensure the seamless functioning of the two-tier government apparatus starting July 1, 2025.

One of the notable resolutions passed was the approval of the list of land plots designated for the implementation of pilot projects under Resolution 171/2024/QH15 of the National Assembly, which pertains to the piloting of commercial housing projects through agreements for the acquisition of land use rights or the possession of such rights. This list comprises 201 land plots, encompassing a total area of approximately 983 hectares, including 36.8 hectares of rice land. The Provincial People's Committee has been tasked with the responsibility of organizing the public and transparent disclosure of this list on the electronic information portal, ensuring that only projects that fully adhere to legal regulations concerning land, planning, construction, and the environment are executed.

Simultaneously, the province will disseminate approval notices for real estate business organizations to initiate pilot projects; disclose projects that fail to meet the stipulated conditions as per Decree No. 75/2025/ND-CP issued by the Government; and instruct the Department of Agriculture and Environment, along with relevant agencies, to execute procedures concerning land, housing, investment, construction, real estate operations, and other legal provisions pertinent to pilot projects, ensuring both timeliness and adherence to legal regulations. This approach aims to establish a transparent and robust legal framework that supports investors and fosters economic development.
During the meeting, the Provincial People's Council approved the adjustment of the investment policy for the BOT project aimed at upgrading and expanding National Highway 13, a crucial route of strategic importance for the socio-economic development of Binh Duong. The project will renovate and extend the highway from the Vinh Phu welcome gate to the intersection of Le Hong Phong street, covering over 15 kilometers. It will be upgraded to eight lanes, with the construction of overpasses at key intersections such as Binh Hoa, Huu Nghi, and Hoa Lan, along with a comprehensive drainage and lighting system. Additionally, the Phuoc Kien intersection and the segment from Huu Nghi intersection to Tu Do intersection will be included. The total investment is projected to be nearly 6,300 billion VND, with state capital participation accounting for approximately 65.4%, while investor and mobilized capital will represent 34.6% of the total adjusted investment. This project not only alleviates traffic congestion but also establishes the "technical framework" necessary for developing a civilized and modern urban area, thereby enhancing investment attraction in the locality and the Southern Key Economic Zone.
Another significant resolution that was passed involved the approval of the investment policy for the completion of the My Phuoc - Tan Van road under the BOT model. This initiative aims to create a cohesive infrastructure system in anticipation of the operational commencement of Ring Road 3 in 2026. The route will traverse several key localities in Binh Duong, including Di An, Thuan An, Thu Dau Mot, Ben Cat, and Bau Bang, extending approximately 64 kilometers. The total estimated investment exceeds 20,158 billion VND, with the State contributing over 8,000 billion VND, while the remainder will be sourced from private investors.
A strong sense of responsibility and broad consensus establish the foundation for success
During the session, Mr. Nguyen Van Loc, a member of the Standing Committee and Chairman of the Provincial People's Council, underscored that the resolutions adopted at the session received overwhelming consensus and unanimity from the delegates of the Provincial People's Council. The Chairman urged the Provincial People's Committee to promptly operationalize and direct departments and branches to resolutely and effectively implement the adopted resolutions.
